Establishing a Reliable Baseline Programme for a Residential Development

How a fragmented construction sequence can be converted into a structured, reviewable baseline programme with clear interfaces and reporting rules.

Residential construction · Construction Planning · Project Controls · Programme Audits

Illustrative project scenario. This worked example describes a representative construction-industry challenge and a possible professional approach; it is not a verified client engagement or claim of work delivered by Construction Planning Academy & Consultancy.

The situation

A residential scheme has multiple blocks progressing through enabling works, substructure, frame, envelope, MEP installation and commissioning. Several subcontractors maintain their own short-term plans, but the project team lacks a consistent view of the dependencies connecting them.

The challenge

The main concern is not simply a missing Gantt chart. Unclear logic, inconsistent calendars and poorly defined handovers make it difficult to understand whether site progress is protecting the intended completion strategy. Procurement lead times and access constraints may be omitted from local plans.

A practical approach

  1. Understand the construction strategy

Confirm scope, work packaging, access dates, contractual milestones, trade interfaces and key procurement assumptions with the delivery team.

  2. Build the scheduling logic

Develop a coherent WBS and logically linked activities, with appropriate calendars, realistic durations, milestones and measurable progress rules.

  3. Challenge the programme

Review the critical and near-critical paths, sequencing constraints, missing logic and sensitivity to critical resource or handover assumptions.

  4. Agree the control cycle

Define the status date, progress update responsibilities, reporting cadence and baseline change-control arrangements.

Illustrative deliverables

  • Integrated baseline programme with a documented basis of schedule
  • Milestone and handover register
  • Critical-path and key-interface review
  • Progress updating and reporting protocol

Key insight: A useful baseline is a decision-making reference, not just a contract deliverable. Its value depends on traceable assumptions and disciplined updates after approval.

Key lessons

  • Sequence should reflect how the site can actually be delivered.
  • Short-term lookaheads and the master programme must be reconcilable.
  • Milestone confidence depends on realistic handovers and procurement links.
